Chapter 9 of the Digital Regulation Handbook, developed by Luxon and published by the International Telecommunication Union and the World Bank, highlights the importance of National Emergency Telecommunications Plans (NETP), and how they articulate a strategy to enable and ensure communications availability during all four phases of disaster management: mitigation, preparedness, response, and recovery. This chapter, presents recommendations for telecom/ICT regulators as they have major responsibilities in all four phases of disaster management, describing the disaster management process as well as the steps for developing a NETP.
